It is proper Netiquette to get permission to use the Internet in class. Don't go online without permission.
There are many different ways and reasons for a student to access the internet at school. The internet requires adult supervision for school age children because there is a lot of content that is not appropriate for the school age demographic. The teacher is the highest authority in class. Furthermore, A teacher cannot supervise a student properly if they do not know what their kids are doing.
There are so many ways to access it that teachers may not know what a student is doing. It is the teachers responsibility to make sure students do not access content that is not suitable for them. If an interesting topic comes up and a student wants to search for more information online during class, ask the teacher first.
Ask permission to use the internet in class because the teacher is responsible for conduct.
