The group of people in an establishment determine the rules. Employees make the rules companies follow with their customers. Customers follow social customs when doing business. This means that it may be within the rules of a restaurant to watch video using their wireless service. The customers may make it custom not to use it.
Restaurants are not always appropriate. Quick meal restaurants are acceptable because Wi-Fi is common. Use discretion at other hotspots, bandwidth permitting.
Watch video where appropriate because some hotspots are not appropriate for video viewing.
